Restore StandardReconConfig public API. Fixes #6652 (#6653)

* Make batchSize parameter optional for StandardReconConfig

TODO: See if we can consolidate/deprecate some of the
constructors with their permutations of parameters

* Revert most changes to tests and callers of StandardReconConfig

This restores the original tests and unnecessary changes to callers.

We should double check to make sure that the new batchSize parameter
has sufficient test coverage.

* Mark a couple of newly added constructors as deprecated.

We don't need so many permutations of parameters and they
don't have any actual users.

* Revert gratuitous change to use newly added constructors

They aren't needed in these contexts the callers are just
passing in the default parameter.
