ciao-scheduler: add test coverage for more command unmarshalling

Restart, Stop, Delete, and Evacuate commands are unmarshalled in scheduler
in order to retrieve instance and agent uuid's.  There are now sample
yaml payloads now testutil which make it easy to add a table based test for
this in scheduler.
