ciao-scheduler: add workload start unit test coverage

Workload start has been a key initial piece of functionality.  It deserves
solid unit testing.

This commit leverages the split out github.com/01org/ciao/testutil
yaml.go for its start payloads.

The startWorkload() function is test exported via export_test.go.

A small buglet where the workload instance uuid was not passed between
functions for logging purposes is fixed here also.
