Networking: Update the CNCI base image to a newer version

The CNCI base image has been updated with a newer version.
This image brings in a few changes
- The cloud-init user data section is more in line with
  other cloud-init implementations
- The base image now includes ethtool.
  This allows configuration of multi-queue within the CNCI

Changes in this commit
- The workload cloud-init specification has been updated to
  remove the username
  Note: Older clear-cloud images will no longer work with the
  newwer format
- The support scripts have been updated to use the newer image
- The cloud-init used by the scripts for testing has been
  updated to remove teh username
