Events information (#590)

* Change the URL for charter/project list

* Create Events dashboard

Events dashboard contains event list and event count for the current
financial year.

This is a part of the effort to make data more visible to user.

* Create event-count form and table "components"

Create event-count-table and event-count-form "components"

Since event-count-table and event-count-form are going to be put in
different pages, they need to be created in a way that will allow easy
"plug-n-play" inclusion.

Said inclusion is implemented for Events dashboard, WA Region, Country,
and Language detail page.

* Add loading spinner; Clean country detail style

* Clean up

- Refactor the code for AjaxEventCountView

- Change country and language lists' style to match the app

- Make minor adjustments based on review feedback. Event-count table
is now also available in Events dashboard.

The selection for fiscal year is expended beyond "this", "next", and
"last". Now it displays the years from current minus one to current
plus four.

As a side effect to the above change, the url pattern for
AjaxEventCountView is adjusted to allow other numbers besides 0, 1, and
-1.

Fix the back-end pagination to allow datatables to show "All" contents,
which is noted by a negative integer (-1).

- Move script in _event_count_table.js into main.js

- Write unit-tests
