a few changes to support installing cperl-5.22.1 tarball from disk.

Some assumptions:

- the tarball is named like "cperl-*.tgz"
- the extracted dir is named like "cperl-cperl-*"
- "patchperl" can be skipped when installing cperl
- "-Dusecperl" is implied when it appears that we are installing cperl.
