Added new method in psf for batch GPU processing of lanczos_shift_images
for input 3-d imgs = (N, im_width, im_height) and 1-d dx and dy of
length N.

In order to facilitate this, added miscutils.py which has a batch
correlate1d function (in both CPU and GPU) and a batch lanczos filter
function on the GPU.

Also included in tests is a new test script, lanczos_test.py:
python lanczos_test.py nimages imsize
(where test images will be square images of imsize x imsize random
values).  This runs a timing and output verification of GPU method vs
both Cython-ized and pure python versions of lanczos_shift_image.
