[Game] Quest System Rewrite (#1001)

TLDR; Quests go wheee!

* [Game] Fix Drop Quest on Item Destroy

Fixed behavior of dropping quest items which was wrong in some edge cases.
Added ``IQuestActGenericItem`` to slightly simplify this fix.

* [Game] WIP Sphere debug

* [Game] Fix Sphere Triggers not persistent

Fixed the issue where Sphere Triggers would sometimes not be re-added to the trigger list when you re-logged a character with a sphere quest in progress.
Also fixed the ``/sphere list <questId>`` GM command. (add and remove are still decrepated)

* [Game] Adding descriptions and cleaning some quest related files

As well as some debug help for quests and quest spheres.

* [Game] Quest - Moved Act Objective to the general QuestActTemplate

Move Objectives field and related functions to the QuestActTemplate instead of each template individually.

* [Game] Quest Act code cleaning

- Moved Count to QuestActTemplate since it's used so much already.
- Added reference to Parent Component and Quest in Acts
- Changed Count and Objects from uint to int
- Changed some text formatting in most of the QuestActTemplates
- Changed most of the QuestActTemplates logging from Warn to Debug if they seem to be implemented correctly already.
- Correctly check for Count in QuestActObjExpressFire
- Simplified QuestActObjAbilityLevel

* [Game] Quest - Add handler for missing QuestActTemplates

* [Game] Quest - Updated code related to Step and Quest States

- Made a Setter for Step that reset objectives when changed
- Updated code to use a new Objective count handler
