Permit omittance of a property on one Sym to 'match'

When one symbol declares a features as a variable and the other symbol
does not specify the feature at all, it is currently rejected by
Sym.matches(). Make this so that Sym.matches() returns true for these
cases.

Reasoning: If 'N' matches 'N[num=pl]', then 'N' should also match
'N[num=?n]'.
