ciao-scheduler: add initial unit test and benchmark coverage

This is a bit awkward since the scheduler actually exports no
functionality.  Getting around that requires the use of an export_test.go
to expose functions for use by other _test.go.  For this type of use
case it appears idiomatic to also call the package test driver files
FOO_internal_test.go instead of just the regular FOO_test.go.

With this first simple set of functionality you can run, eg:
	go test
	go test -v
	go test -bench=.
	go test -cover -coverprofile=c.out
	go tool cover -html=c.out
