Added end2end mock file for z16; Used zhmcclient 1.17.0 (dev)

Details:

* Started using the master branch of zhmcclient (1.17.0-dev) to get
  the mock support for 'Console.list_permitted_adapters()', which
  is needed in the end2end tests for mocked z16 environments.

* Increaed the minimum version of pytz to 2019.1 because that
  minimum is required by zhmcclient 1.17.0-dev.

* In the end2end mock file for z14, updated the CPC names to
  reflect the operational mode, and added a 'description'
  property to all resosurcess where it was missing (since it
  is used in update tests).

* Added an end2end mock file for z16.
