Fix abi (#1668)

Moves the ABI of the ComposableCoW contract from the `@/abis` folder to where it is used to unblock current tasks. It will later be moved back:

- Move ABI from `@/abis/composable-cow` to `ComposableCowDecoder`
- Remove rule from `.gitignore`
