Fix RPM test for comps.xml

According to Pulp issue 1787 [1], the ``display_order`` value in a
``comps.xml`` file should be "1024" if omitted from the original unit.
Update the test accordingly. Tests succeed when executed against Pulp
2.9 with:

    python -m unittest2 pulp_smash.tests.rpm.api_v2.test_comps_groups
