Refactoring precision inspection in pst_from. (#509)

+ fixes possible problems with pseudo fixed format files.
+ now provides warnings if interpreted file precision might cause issues.
+ should still be honoring input file precision as best we can.
+ potential for some float to exp notation which is hard to avoid under certain edge cases.
+ also potential for very low precision if the value widths are too small.
+ BETTER: use tru free format!!!
