Fix a broken RPM publish test

Fix test case `RedundantPublishSameMetadataTestCase` in module
`pulp_smash.tests.rpm.api_v2.test_sync_publish`. Formerly, this test
case had two errors:

* It failed to include distributor information when creating a
  repository.
* It failed to provide a distributor ID when publishing the repository.

These issues went unnoticed because Pulp issue 1724 was causing the test
to be skipped. Test results do not change when run against a Pulp 2.8
server (the test skips), and the test succeeds when run against a Pulp
2.9 server (the test passes). Tests executed with:

    python -m unittest2 \
        pulp_smash.tests.rpm.api_v2.test_sync_publish.RedundantPublishSameMetadataTestCase
