F/farcaster v2 (#1327)

farcaster: update proof verification to a more secure approach

A voter identifier is now built using the farcaster FID. This way
we can ensure the census is created by attaching each signer pubkey
to a specific FID. Removing then the risk to impersonating people.

Update protobuf bindings
