Commit Message

auth: Implement authentication based on LUCI machine tokens.

It's just another AuthMethod that should be added explicitly into the context
(or wherever) in case machine authentication is required.

Teach token server to use it, so that its IdentityFetcher.GetCallerIdentity can
be used to debug machine authentication.
