Add a well-developed precompilation file

Currently I don't trust `@time_imports`, since its results are
dramatically inconsistent from what I see with `@time` and `hyperfine`.

As such, I've developed the set of precompile statements used by trying
variants of them with hyperfine and a TTFX-like statement:

    using BaseDirs; BaseDirs.User.data(BaseDirs.Project("foo"))

From my testing, this is pretty much as good as I can get it without
working on reducing the amount of code generated. On my machine, our
TTFX is actually a good 20% faster than (just) loading
PrecompileTools (mainly due to its Dates dep).

...according to hyperfine at least. `@time_imports` tells a different
story, but I don't trust it.

It would be good to work out what the discrepancy is, and test this on
more machines before cutting a new release.
