Make locations optional

Locations are an optional (and malleable!) field on Macaroons.

In non-discharge Macaroons, locations aren't particularly helpful:
we don't need to consult them to fetch anything since we're
presenting these Macaroons directly to the location they might
name (unlike third party caveats where we might consult the "cl"
field for where to obtain a discharge)
