LogDog: Rework hierarchy.

Rework stream hierarchy to be more efficient and project-friendly. It also
adds a virtual project namespace as the first element of listing, such that a
user's root view is the set of LogDog projects that they can see.

Switch from ancestor query model to single-tier model. Any given
hierarchy element will now have exactly one parent, which is the hash of
its previous hierarchy element. This allows Tumble to shard writes much
more efficiently. Additionally, implement numeric sorting order for
pure-number log stream components.

This removes support for recursive listing. It also removes sorted
ordering for stream components, as well as name hierarchy traversal.

In the process, take the leap and consolidate common testing environment
setup into coordinatorTest. All unit tests have been reworked to use
this, and are now more standardized and smaller.
