Upgrade all dependencies to latest

Except for ESLint, since v9 is backwards-incompatible with installed
ESLint plugins. There is also an peer dependency issue with VitePWA
v0.20.0 and Workbox v7.1.0 related to Rollup, so we are not going to be
upgrading any of those packages just yet.
