test: improve compatibility with Windows

- check/Makefile.am
  * Append $(EXEEXT) to TEST_BINS.
  * Quote $SHELL in case it contains spaces.
- check/check.rb
  * Remove Unix-dependent code.
  * Refactor by removing guess_term_width().
    Note that io/console/size is available in Ruby 1.9.
- .github/workflows/deploy.yml
  * Now the workflow creates the Windows distribution (included in
    artifacts) but does not publish it to GitHub Releases.
