docs(tox): update passenv examples for tox3 and tox4 (#371)

tox4 no longer allows space-separated `passenv`:
https://github.com/tox-dev/tox/issues/2615

however tox3 doesn't support `VAR, `

so to support both versions of tox, use this funky space + comma 
separated syntax, which really does work.
