Commit Message

Add atexit, atexit_command functions to lib-ci for deferred function hooks.

These commands allow the easy and sensible use of deferred function hooks in
bash. This notably allows for very safe clean up of files, since they can be
dynamically added to the stack of files to remove at the point that files are
created.
