[INTERNAL] versionInfo/manifest: Include min UI5-version

Unclear why this was omitted. We might have feared that it would cause
issues for projects without framework dependencies? In my tests with
an application that depends on a reuse library without framework
dependencies this did not cause any issues or differences in log
messages.
