Fix an utterly stupid bug with Twitter user ID caching

Accidentally, they key used for the 5 minutes caching of Twitter screen
name -> user ID mapping only had the prefix ("twitter-screen-name")
rather than the screen name suffix too (it should have been
"twitter-screen-name:{screen_name_of_candidate}")

This meant that when updating someone's Twitter ID when editing or
creating a candidate, they might get completely the wrong ID from
someone else who was added or editing in the previous 5 minutes.

We'll also need to add a script to find those cases that have been
broken.
