Firmware API test (#113)

* Add API test plan

* set up first test

To use this version the following must be set up:

* Create a test_config.json file at the root of the repository. This
  should be a JSON file containing a single object with keys
  DUT_IP_ADDRESS, NETWORK_SSID, NETWORK_PASSPHRASE,
  FIRMWARE_BINARY_PATH. The network
  credentials are used to connect the DUT to the same network that the
  test runner device is on. The firmware binary path should contain
  bootloader.bin, partition-table.bin and esp32-dsp.bin files.

* Pass the path to the test_config.json file using the
  "--dart-define-from-file" option.
