Better Windows tests. Added replace_streams arg.

Latest Windows 10 console supports ANSI color codes natively. Adding
options to skip replacing stdout/stderr streams since it's not needed in
this version of Windows. Up to developer to determine that.

Wrote real tests for windows.py instead of the half-assed ones I wrote
long ago.
