[OSS-ONLY] Fix extension installation error observed because of ICU version during providing support for LIKE operator for AI collations (#2503)

With this commit, we build babelfishpg_tsql linking an ICU library through the flag ICU_LIBS, overriding pkg-config. This enables us to use specific version of ICU same as what being used by engine.
