[PcbDraw][Fixed] Performance issue

This patch solves a huge bottleneck in PcbDraw.
The get_closest computation increases quickly as the complexity of the PCB
is increased, becoming the dominant computation.
This patch solves it. The algorithm is much faster and scales much better.
