Config is now TOML not ini (#4)

* Start fixing config.

You can now have a wombatrc that looks like this:

```
[default]
registry = https://registry.npmjs.org
api = https://api.npmjs.org

[myreg]
registry = https://registry.example.com
api = https://api.examle.com
```

Select your preferred registry on the command line with `--registry=myreg`

* Config files are now parsed as TOML.

There are now set and write functions on the config object. You are now expected to pass the command-line args object to it when constructing it. This plan cannot possibly fail (she said, with a straight face).

Filled out the registry client tests a little bit.

* Some more tests and stuff.
* view -> package

package can now render our oldest extant package
added a bunch of stuff to the readme
