* [IT-3341] Add second-level cache in S3

Implement a write-through cache in S3 for successful responses from
the upstream MIP API. Store successful responses indefinitely to be
used in the event of failures interacting with the upstream API.

Also add PSF/black pre-commit hook for code formatting.
