Refactored the runner and CLIApplicationComponent

* run_application() is now a synchronous function again
* CLIApplicationComponent no longer starts a service task in `start()`
* run_application has special handling for CLIApplicationComponent
* Removed the ApplicationExit exception
* Fixed tests hanging on Python 3.8
