added **kwargs to all compile_to_cvxpy;
this is similar to the other base methods (values_in_time, initialize_estimator, finalize_estimator)
and it allows for future or user-defined extensions of the optimization policies where more variables
are defined at the policy level and passed down to all optimization terms; minimal changes throughout
the library, easier to read since each term now only defines as arguments only the variables it needs.
