add test for handling of go projects < go1.21

Check handling of Go modules where the go directive in go.mod is
< go1.21. If a Go project with go directive < go1.21 in go.mod has a
dependency with minimum required Go version >= go1.21, Go versions
>= go1.21 will update go.mod and dirty the repository whereas Go versions
< go1.21 will not.
