1554 stepper does not get stuck when it should instead it crashes (#1627)

* add builtin function error

* wrap builtin function calls in builtInFunctionError

* change unassigned variable to the correct error

* remove stray console log

* Add tests

* Fix: wrong order of argument passing for invalidNumberOfArgument

* prevent pair from crashing stepper with an uncaught error

* test will keep failing until a major refactor is done regarding builtin functions
