build: ensure the build succeeds even with --disable-float

- Set "enable_float" to "yes" by default instead of "check". This change
  guarantees that when GMP and MPFR are not available the build will
  proceed only when the user has explicitly specified --disable-float.

- Files specific to the floating point system are excluded from the
  compilation when --disable-float is used.
