Fix render of IBM links in the release notes (#1553) (#1555)

This PR fixes how some links render after changing to Towncrier. The links that were rendered strangely were inside code blocks. We could fix this with a more complex logic of the release notes and the `conf.py`, but instead, this PR removes the code block and leaves the links as text to make them accessible again.

This change will need to be backported to stable branches
