Add Median Absolute Deviation rules (#84)

This commit adds Median Absolute Deviation (MAD) calculation rules to
the project. It introduces new entries in JSON, PHP, and YML schema
examples, updates related tests and includes a new class for Median
Absolute Deviation. The updated rules counter badge and documentation in
README file reflect these additions.
