[JS] fix: Update Chef Bot, add documentation, and fix dependency in mathbot (#1429)

## Details
- Remove erroneous lines from TTK yml file in Teams Chef Bot preventing
provisioning
- Add documentation regarding needing 2 models for Teams Chef Bot
- yarn linting fixes (now below 20 warnings!)
- Add openai as dependency to mathbot 
- Fix some incorrect href paths in getting started documentation
