Reduced safety ignore rules to minimum

Details:

* With some recent reductions of running some dev tools only on higher Python
  packages, the package dependencies were able to get rid of lower versions
  of the packages. However, the safety profiles still contained ignore
  rules that were needed for those.
  This change reduces the ignore rules to the minimum needed.

* Clarified in the minimum-constraints.txt file that the 'include' of
  the minimum-constraints-install.txt file is ignored by the safety tool,
  and that that is ok since the install dependencies are checked using
  the 'install' safety profile.

* Editorial header changes in constraint files.
