[#101] Add a commandline flag to generate reference tables

This reimplements the functionality of
https://github.com/ThreeSixtyGiving/standard/blob/master/tools/generate_reference_tables.py
using flatten-tool.

The approach used is rather hacky, and probably wants refactoring before
merging into master.
