Safety run for all dependencies now must succeed when releasing

Details:

* The safety run for all dependencies now must succeed when the test workflow
  is run for a release (i.e. branch name 'release_...'). This was done by
  determining the run type in the test workflow and putting it into a new
  env var RUN_TYPE that is evaluated in the Makefile to check the return
  code of the safety for all command when RUN_TYPE indicates a release run.

* Removed setting env var PACKAGE_LEVEL in test workflow for steps that
  don't invoke 'make' (i.e. where it is not used).
