Migrate off neutrino to webpack (#3099)

* Add standard webpack.config.js config to replace Neutrino generated webpack.config.js

* Update eslintrc to stop using neutrino (and add eslint webpack plugin)

* Use a standard jest config without neutrino to run the app's test suite

* Install dependencies previously installed through neutrino (neutrinojs/react, neutrinojs/jest and @mozilla-frontend-infra/react-lint) and manually install unmet peer dependencies
