Return errors from builders instead of bool

- Make the Build() methods of builders return the object being built and
  an error instead of boolean for better debugging.
- Make InvoiceLineBuilder also build the LineItem instead of passing it
  to the builder.
- If prepaid amount and payable amount are zero, don't add them to the
  Invoice.
- Fix term BT-155
- Add helpers to create IDNode
