Add CLI test for syncing from Puppet Forge

We already have API tests which sync Puppet modules from the Puppet
Forge. However, Pulp issue 1846 [1] explicitly shows syncing from the
CLI, so it makes some sense to follow suit. In addition, we have no CLI
puppet tests, and gaining some coverage in this area is extremely
useful.

The newly added tests pass with the following command:

    python -m unittest2 \
        pulp_smash.tests.puppet.cli.test_sync_from_puppet_forge
