Migrate `DeleteSafeDelegateDto` to `zod` (#1314)

This migrates the validation of `DeleteSafeDelegateDto` to `zod`:

- Remove `DeleteSafeDelegateDtoValidationPipe` and associated schemas.
- Add test-covered `DeleteSafeDelegateDtoSchema` and infer type from it.
- Propagate type requirements.
- Update tests accordingly.
