tumble: Refactoring for namespace support.

This CL refactors some tumble code to position it for the addition of
namespace support. No functionality is changed.
- Tumble now exposes a Service struct, which represents a single
  instance of installed Tumble handlers.
- All public methods are now associated with a Service.
- Process is now split into two sections: an high-level control loop and
  a stateful task object.
