OpenFGA: change playground port to 8085 (#2551)

openfga: change playground port to 8085

Currently the OpenFGA playground is run by default in a local run (via
`make run-docker`). The default port for OpenFGA playground is 3000,
which also happens to be the default port for Next.js (used by the
Minder front-end and the Minder docs site).

Avoid contention for this port by moving OpenFGA playground to 8085. You
can now access it as http://localhost:8085/playground

(You might ask _why not 8084_ since that would be the next sequential
port number, but alas, Mono uses this for its documentation server. This
would impact Minder developers who also have Mono installed, and also
impacts the GitHub Actions runners by default.)
