[JS] docs: Add documentation on action handlers and more details on env variables in samples (#1380)

## Details

- Add documentation on action handlers in `ACTIONS.md` in
getting-started
- Make sure all samples have `sample.env` files
- Update all `sample.env` files to include `BOT_ID` and `BOT_PASSWORD`
- Update sample README'S to inform user to copy `sample.env` to `.env`
and add keys
- Update navigation in getting started docs
